OJJDP Technical Assistance to End Racial and Ethnic Disparities (RED)

This program furthers the Department's mission by providing grants and cooperative agreements for training and technical assistance to organizations that OJJDP designates.
The W. Haywood Burns Institute (“the BI”) proposes a technical assistance and training project aimed at effectively reducing racial and ethnic disparities (“RED”) in juvenile justice systems. This project seeks to achieve the following goals: (1) Assist state, local, and/or tribal governments in implementing reduction programs to address RED; (2) Improve the training and education of professionals addressing RED in juvenile justice systems at the state and local levels to develop their capacity to foster systems change; and (3) Identify promising and evidence-based strategies that have a sound theoretical basis and/or have demonstrated measurable success in reducing racial and ethnic disparities.
