Prison Rape Elimination Act Reallocation Funds: OJJDP Formula Grants Program

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.

The State of Georgia’s Criminal Justice Coordinating Council (CJCC), state administering agency for the Title II program, submits the attached application for the 2015 PREA Reallocation Grant. In compliance with recently codified PREA guidelines and establishing a “zero tolerance” culture for sexual assault in confinement facilities, CJCC submits the application to partner with the Georgia Department of Juvenile Justice (GDJJ) as a subgrant agency. GDJJ will expend $20,769 to purchase posters, pocket cards, pamphlets for sexual safety, and PREA phone instructions with durable coverings. The purchase of these materials will have a direct impact on PREA Standard 115.351, Resident Reporting. Within the 2015-2016 grant year, CJCC and GDJJ are committed to using these materials to improve prevention and security in its facilities.

The grantee plans to support PREA programming in youth facilities by way of development of a training curriculum.
