Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The goal and objective of AS' 2015 PREA Program is to bring its two facilities, The Adult Facility known as the Tafuna Correctional Facility and Juvenile Detention Facility, up to par with the requirements and standards of PREA. 2015 PREA funds will be used in General Prevention Planning. This will include educating and training prison guards for the Tafuna Correctional Facility and juvenile officers at the Juvenile Detention Facility with the requirements guidelines of the PREA program. American Samoa will also conduct an audit of its facility and will be requiring services from a certified DOJ auditor. They will seek assistance from DOJ since its closest neighbor, Hawaii, does not have a DOJ auditor assigned there.
