Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The Division of Child and Family Services (DCFS), Juvenile Services (JS) currently operates two youth correctional facilities for those youth post adjudication who have failed at the county level of Juvenile Probation. One facility, Nevada Youth Training Center (NYTC) is located in a rural area of Elko, Nevada. This facility is campus based with residential cottages, an education building, a gymnasium, an auto shop, a dining hall and administrative building. This facility is considered staff secure; however, a secure cottage with the capacity of twenty single-cell rooms is available for reception and classification. This facility is an all-male facility and is currently operated at sixty beds. This is considered Nevadas medium-level security facility. Caliente Youth Center (CYC) is located in Caliente, Nevada a remote rural area that provides youth correctional care to both male and females. Currently, CYC has an operating capacity of one hundred males and 40 females that have been committed to state correctional care. Much like NYTC, there is an open campus, staff secure, education site, gymnasium, dining hall, cottages and administrative building. Additionally, a secure cottage is utilized for Reception and Classification. CYC is considered Nevadas low level security facility.
In December of 2013, Juvenile Services entered into a partnership with Rite of Passage (ROP) a private, not-for-profit agency that provides treatment and correctional care to youth. This partnership between DCFS and ROP allowed the states only maximum secure facility, Summit View to reopen after a budget shortfall closed it in May of 2010. This facility was called Red Rock Academy (RRA) at Summit View. In March of 2015, the state ended the contract with ROP and is planning to reopen SummitView in the fall of 2015. Summit View will be operated by the state and have the capacity to provide programming to 94 youth from Nevada This facility is located in Las Vegas, Nevada.
