Using OJJDP funds, Delaware's PREA Reallocation Grant Plan will enhance the state's juvenile justice system and services available statewide to provide more a more secure environment for pre-adjudicated and adjudicated youth. These specific funds will be used to assist in the purchase of card reader access/keyless entry systems for the New Castle County Detention Center (NCCDC). NCCDC is a 64 bed lock-secure facility serving pre-adjudicated males and females under the age of 18 years old.

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.

Delaware's PREA Reallocation Grant Plan will enhance the state's juvenile justice system and services available statewide to provide more a more secure environment for pre-adjudicated and adjudicated youth. After consulting with DYRS, the current need for increased compliance rests in technology enhancements. DYRS has been actively working to increase their technological capabilities through new and improved equipment. For the purposes of these funds, they have requested equipment for both the Cottages and the New Castle County Detention Center. These specific funds will be used to assist in the purchase of new laptops for the New Castle County Detention Center (NCCDC). NCCDC is a 64 bed lock-secure facility serving pre-adjudicated males and females under the age of 18 years old. The Cottages are 3 secure, step-down facilities for youths transitioning out of the Ferris School. New laptops will also be purchased for the cottages as well as mirrors to assist with identified “blind spots” at those locations. Utilizing the PREA Reallocation funds to assist in the purchase of this vital equipment will move NCCDC and the Cottages closer to full compliance with PREA standards.

Funds will be used to purchase technology for training purposes for The Ferris School for Boys, a 70 bed lock-secure facility serving adjudicated males. In addition, 50 new PREA posters will be purchased to be distributed to all secure facilities. Funds will also be used to provide training on LGBTQ sensitivity and cross gender pat downs.
