Rhode Island Formula Grant Program - 2014 Prison Rape Elimination Act Reallocation

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The goal of the Rhode Island 2015 OJJDP PREA Reallocation Project is to establish and maintain a zero-tolerance culture for sexual assault within Rhode Island’s Thomas C. Slater Training School for Youth and community based residential programs
where 50% or more of the residents are youth on probation. The State Administering Agency and its sub-recipient, the RI Department of Children, Youth and Families (DCYF), will use the findings of the PREA Audits to be conducted in the Fall of 2015 to determine how to make most effective use of these funds to further ensure full PREA certification and ongoing compliance. The grantee plans to support PREA programming in youth facilities.

The State Administering Agency and its sub-recipient, the RI Department of Children, Youth and Families (DCYF), will use the findings of the PREA Audits recently conducted in May of 2016 to determine how to make most effective use of these funds to further ensure full PREA certification and ongoing compliance. A final plan will be shared with OJJDP prior to initiating activities.
