Maryland's Title II Formula Grant Program Prison Rape Elimination Act (PREA) Application

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The overarching goal of Marylands FY 2015 Title II Formula Prison Rape Elimination Act (PREA) Reallocation Program is to provide a safe environment for youth in secure confinement and ensure compliance with the federal PREA standards.
The Department of Juvenile Services (DJS) has established the Elimination and Reporting of Sexual Abuse and Harassment Policy and Procedures pursuant to PREA Juvenile Facility Standards, to prohibit and prevent sexual abuse and harassment and to detect, report, investigate, and address any allegation of abuse or harassment involving any youth in the custody of the Department. The Department mandated all state- operated residential facilities to comply with these standards and provide safety and well-being of the youth served. DJS continues to move towards full PREA compliance and will utilize this funding to make physical improvements on a secure juvenile detention facility.
