Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
This project directly relates to PREA standard §115.318 Upgrades to Facilities and Technology. The Alabama Department of Youth Services is currently in the process of upgrading its surveillance technology. The current surveillance system is composed of an amalgamation of five different systems. As a result, compatibility issues have surfaced and the integrity of remote access has been compromised. Investigators have experienced both technical difficulties and difficulties obtaining reliable support as a direct result of the mixture of systems. The Department experiences constant system lockups, camera drops, etc. and these problems impede the investigative process. Technology upgrades have been completed at the Vacca Campus and are planned at the Mt. Meigs facility for the upcoming fiscal year. Financial support from this proposal will allow the agency to maximize the number of cameras purchased by outfitting one of four living units requiring updated surveillance equipment.
