Colorado Title II PREA Reallocation

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The focus of the 2015 Title II PREA reallocation will be to address the requirement for PREA audits every three years as required under § 115.401 (a) (b) of the PREA Standards. The Division of Criminal Justice will award the PREA Reallocation funds to the Colorado Department of Human Services Division of Youth Corrections to enter into an agency in-kind audit agreement with other states to complete PREA audits at a reduced cost than what is associated with contracting with an independent auditor. The Division will be required to submit quarterly and final financial and programmatic reports noting progress made and problems and/or successes. Funds will be used for the costs of the audits, estimated at $5,000-$6,000 per facility for a total of $29,602.

The Division of Criminal Justice will award $32,121 in PREA Reallocation funds to the Colorado Department of Human Services Division of Youth Corrections (Division) to (1) Provide monitoring through three facility upgrades to include video systems, keyless entry systems and electronic security check systems for staff and residents; (2) Using a certified PREA auditor, audit up to 4 facilities for PREA Compliance; possibly consider conducting an agency audit if that option becomes available during this grant cycle. The Division will begin by assessing the most critical safety issues and determine whether they will purchase one or more of the identified items (video systems, keyless entry systems and electronic security check systems) and placement of such items. The Division will also determine which facilities will be targeted for the proposed audits.
