PREA

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The Illinois Juvenile Justice Commission (Commission), the State Advisory Group, will utilize all funds from this award to support IDJJ’s efforts to achieve PREA compliance. IDJJ has developed a strategic plan that will bring their facilities in compliance with PREA. This includes longer-term initiatives, including increased staffing ratios and regular comprehensive training. These funds will be used for short-term projects that can be accomplished within months rather than years, such as installation of security cameras in high risk areas and staff training. NCA/NCF

Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape. The grantee plans to support PREA programming in youth facilities.

These funds will be used to further enhance the safety of youth in IDJJ custody by developing a series of youth-and-staff-developed training videos to increase the likelihood that youth and staff alike will access, process and understand important PREA protocols as well as increasing the likelihood that sexual victimization, sexual harassment, and LGBTQ trainings are meaningful and effective.
