Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The Louisiana Commission on Law Enforcement certifies that it will comply with the
requirements for the Office of Juvenile Justice and Delinquency Prevention Program
(OJJDP) 2015 Prison Rape Elimination Act (PREA) Reallocation Funds. The Louisiana
Department of Public Safety and Corrections, Office of Juvenile Justice, Youth Services will
be the subgrantee with the project entitled, Prison Rape Elimination Act (PREA) Initiative:
Understanding Trauma. The focus of this project will be to assist the Bridge City Center for
Youth (BCCY) juvenile confinement facility located in Bridge City, Louisiana, to become
compliant with the PREA requirements.
The goals for this project are:
Goal 1: To increase the audit readiness of the BCCY via mock audit.
Goal 2: To increase the number of Louisiana Office of Juvenile Justice staff
trained by 20.
Objectives Include:
Objective 1.1: To secure a contractor who can conduct a mock PREA audit at the
BCCY juvenile confinement facility.
· Objective 1.2: To conduct one mock audit at BCCY for a three-day period.
· Objective 2.1: To produce one report on mock audit findings so that all persons
responsible for PREA compliance at BCCY can follow along and
be trained.
· Objective 2.2: To ensure all staff who were present implement what they have
learned by having them enact compliance before the actual PREA
audit.
