Process and Implementation Evaluation of Community-Based Services for Problematic Sexual Behavior of Youth

The Youth With Sexual Behavior Problems (YSBP) Program provides funding to support the development of community-based intervention models to serve youth with sexual behavior problems. The models to be developed include a multidisciplinary approach and provide intervention and supervision services for youth (ages 10-14) with sexual behavior problems, their child victims and their families. The YSBP Program has two (2) components: project sites and support, technical assistance and evaluation. The YSBP Program Support, Technical Assistance and Evaluation project will support the development and delivery of technical assistance for two project sites: Category 1 - Non-tribal and Category 2 - Tribal, in the areas of problem sexual behavior treatment, victim and family support and treatment, evidence-based juvenile sex offender management practices, multi-disciplinary team development, and system assessments and data collection. The University of Oklahoma Health Sciences Center, Center on Child Abuse and Neglect (CCAN) is the YSBP Program training and technical assistance (TTA) provider and will be funded in fiscal year (FY) 2014 to collaborate with the 2014 project sites to examine (a) their current community-based management systems for youth with sexual behavior problems, victims, and their families, (b) goals for their OJJDP grant project, (c) barriers and supports for evidence based programs (EBP) at the family, provider, agency, organization, and systems levels, (d) technology capacities, and (e) existing EBP models currently in place.

Short-term and intermediate TTA activities will be developed for each site to support reaching specific program goals. TTA provided will include onsite, online, and multimedia modality activities and cross-site cluster meeting. The FY 2014 Category 1 site will be integrated into the ongoing process/program implementation evaluation being conducted by CCAN. The CCAN will work with the FY 2014 Category 2 site to develop a plan for quality improvement efforts and development of deliverables to help other tribes. A social-ecological evaluation framework will be used to define and better understand the complex interplay across individuals, families, agencies, systems and policies on the process, outcomes, and costs of interventions for PSB of youth. Dissemination efforts will include development of guidelines, training materials, webinars, lessons learned reports and resources for the implementation and sustainment of effective practices.
