The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements through a range of administration, compliance and program activities including those that address juvenile justice issues for Native American Indian tribes.
The OJJDP FY 2014 Title II Formula Grants Program in the State of Texas is administered by Office of the Governor, Criminal Justice Division (CJD). The CJD will award the majority of the funds to local jurisdictions and state agencies to develop effective education, training, research, prevention, diversion, treatment, and rehabilitation programs to address juvenile delinquency and programs that will improve the Texas juvenile justice system.
Texas has selected the following program areas along with the corresponding OJJDP performance measures to track grantee and overall progress: Disproportionate Minority Contact, Diversion, Job Training, Mental Health Services, School Based Delinquency Prevention, Substance Abuse, and Training and Technology. Within some of these areas, CJD has designated preferences for specific types of programs. CJD will also support diversion efforts to provide a case worker or social worker to continue working with juveniles upon completion of the program; provide a licensed professional mental health counselor for aftercare, re-entry, or front of system services and provide a liaison to work between the school and court systems, school police officers or resource officers and/or a juvenile probation officer on school based delinquency prevention efforts.
