Description of original award (Fiscal Year 2013, $1,741,320)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The OJJDP FY 2013 Title II Formula Grants Program in the State of Texas is administered by the Governor's Office Criminal Justice Division (CJD). The State Advisory Group awards grants to local units of government, non-profits, and faith-based organizations to implement evidenced-based model programming intended to impact priority juvenile justice needs.
The Juvenile Justice and Delinquency Prevention (JJDP) Program with CJD assists Texas in developing effective education, training, research, prevention, diversion, treatment, and rehabilitation programs in the area of juvenile delinquency and programs to improve the juvenile justice system.
CJD will award 90% of the federal JJDP Formula Grant funds to local jurisdictions and state agencies to support delinquency prevention and intervention efforts and juvenile justice system improvements. Texas has selected the following program areas along with the corresponding OJJDP performance measures to track grantee and overall progress:
- Disproportionate Minority Contact
- Diversion
- Job Training
- Mental Health Services
- School Based Delinquency Prevention
- Substance Abuse
- Training and Technology
CJD contracts with the Public Policy Research Institute (PPRI) at Texas A&M University to maintain an online performance reporting environment. PPRI also provides technical assistance to grantees related to reporting on the required JJDP performance measures and works with CJD to prepare and submit required federal performance reports through the DCTAT system.
