Description of original award (Fiscal Year 2013, $60,946)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The Department of Youth Affairs (DYA) proposes to utilize Program Areas 6, 9, 10, 19, 23 and 31 to address juvenile delinquency and improve the juvenile justice system: Compliance Monitoring
activities will bring Guam's position of non-compliance to full compliance of the core requirements; Delinquency Prevention, through the department's community-based Resource Centers, will support youth programs such as after-school activities to redirect at-risk youth; Disproportionate Minority Contact (DMC) will continue to develop and implement activities to reduce DMC and improve systems effectiveness; Juvenile Justice System Improvement will assist with non-compliance issues due to lack of adequate training and education of the JJDP Act with law enforcement entities, work with the Judiciary on Violations of Court Orders to develop policy on specific violations while identifying alternatives to incarceration and improve data collection through a systemized process;
Planning and Administration will assist to administer the grant's programs and activities; and State Advisory Group activities will continue to support Guam's compliance of the core requirements, address juvenile delinquency and improve the juvenile justice system. DYA will measure progress through admissions and recidivism rates, surveys, statistical and other reports and manage and monitor all activities and accomplishments as proposed in the program purpose areas.
