OJJDP FY 2013 Title II Formula Grants Program

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements through a range of administration, compliance and program activities including those that address juvenile justice issues for Native American Indian tribes.
The Government of Guam, Department of Youth Affairs (DYA) proposes to use FY 14 Formula grant program funds to address delinquency and improve the juvenile justice system in multiple program areas: Compliance Monitoring -- activities to bring Guam into full compliance with the core requirements; Delinquency Prevention -- support for youth programs such as after-school activities to redirect at-risk youth; Disproportionate Minority Contact (DMC) -- continuing to develop and implement activities to reduce DMC and improve systems effectiveness; Juvenile Justice System Improvement to provide adequate training and education for law enforcement entities and work with the Judiciary on Violations of Court Orders and policy while identifying alternatives to incarceration and improving data collection; Planning and Administration; and support for the State Advisory Group. DYA will measure progress through admissions and recidivism rates, surveys, statistical and other reports and manage and monitor all activities and accomplishments as proposed in the program purpose areas.
