Description of original award (Fiscal Year 2013, $403,957)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

Delaware's Title II Formula Grant Plan will enhance the state's juvenile justice system and services available statewide so that juveniles involved in the system and juveniles at-risk of involvement are provided with early delinquency prevention programming. The State Advisory Group allocation will provide funding for SAG member training at conferences, finance SAG events and meetings, and provide equipment and supplies necessary to carry out the functions of the committee. The allocation for research and evaluation will fundi three evaluations of SAG funded programs. Funding will also be used to support the sixth year of the DMC Coordinator position and DMC related program. Up to $90,000 will support one or more new mental health service program(s), and up to $90,000 will support one or m ore new alternatives to detention programs. Funds will also be used to support prevention programs as outlined by the State Advisory Group.
