Description of original award (Fiscal Year 2013, $550,669)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

This Title II Formula Grants Program Application represents North Carolina's Three-Year Plan Update and application for Title II Formula Grants funding. This is the second plan submission since North Carolina's consolidation of the departments of Crime Control and Public Safety, Juvenile Justice and Delinquency Prevention, and Corrections into one Department of Public Safety.

The Governor's Crime Commission, a section of the Department of Public Safety, serves as the State Administering Agency and administrator of federal juvenile justice funding allocations. The Juvenile Justice Planning Committee serves as North Carolina's State Advisory Group (SAG).

The mission of the North Carolina State Advisory Group is to provide resources for youth who are at-risk of becoming delinquent due to individual, school, family, peer, or community factors. These resources will also provide services for youth who are delinquent, undisciplined, or involved in the juvenile court process, from intake through aftercare.

In keeping with the mission of North Carolina's SAG, federal funding allocations will continue to support programs which meet the growing needs of the young people of the state. Programming to further compliance with the JJDP Act and to reduce racial disproportionality remain priorities of the North Carolina SAG. NCA/NCF
