CNMI 2013 Title II Formula Grant Program

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Title II Formula grant program is prioritized mostly for the Commonwealth of the Northern Mariana Islands (CNMI) juvenile justice systems improvement, compliance monitoring, and delinquency prevention programs. A portion is also set aside for Planning and Administration purposes and for State Advisory Group (SAG) activities. The main population served under this program includes, but is not limited to juvenile justice service providers and delinquency prevention programs that serve youths in school and out in the community.

Most sub-grant programs will be government agencies and schools, however, non-profit organizations that serve the youth are also eligible to apply for funding. Funds will be made available to any program within the Commonwealth of the Northern Mariana Islands including the islands of Saipan, Tinian, and Rota.

The major activities funded under this program are the planning and administration of the Title II Formula grant funds which is the responsibility of the Criminal Justice Planning Agency (CJPA). These funds will also support the position of the Juvenile Justice Specialist under CJPA who functions as the State Compliance Monitor. Funds under this purpose are to be used to defray costs for technical assistance training and on site compliance monitoring of programs and facilities.

To measure program progress towards goals and ensure compliance with OJJDP core requirements, CJPA conducts technical assistance workshops for awarded programs and also monitors each programs progress throughout the project period through visits and the collection of Quarterly Progress Reports. These reports are compiled and submitted to OJJDP online via the DCTAT and GMS systems.
