The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Indiana Criminal Justice Institute will use the Title II Formula Grant funds to remain in compliance with the four Core Requirements of the JJDP Act. The Institute will continue its contract with the Youth Law T.E.A.M. of Indiana, which has helped Indiana comply with the first three core requirements. The funds will help the Institute maintain and enhance the progress of the past 2 years in the area of DMC and to meet the additional requirements (i.e. implementation of intervention as recommended from the DMC Assessment Study) as outlined by OJJDP.

This funding will also continue to support full-time staff that will manage all aspects of the Title II Formula Grants Program (JJ Specialist, Program Manager, and DMC Coordinator), as well as allow staff to attend conferences and trainings as deemed critical and required by OJJDP.

Funding will also support staff's local training and travel expenses for site visits and other technical assistance to sub-grantees.
