Description of original award (Fiscal Year 2012, $323,924)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Designated State Agency for implementation of the Title II-B Formula Grants Program for the State of Wisconsin is the Wisconsin Office of Justice Assistance (OJA). OJA plans to use its 2012 Title II Formula grant award to support the following activities: 1) Fund detention reform and juvenile justice system improvement efforts; 2) Support a part-time DMC coordinator; 3) Fund its compliance monitoring functions; and 4) Fund a juvenile justice specialist. Activities that will be implemented to achieve the goals and objectives include providing continuation funding to pilot detention reform sites; funding new pilot detention reform sites; funding state-level detention reform and juvenile justice system improvement efforts; funding DMC and compliance monitoring staff and a juvenile justice specialist; and funding local juvenile justice system improvement efforts.
