Description of original award (Fiscal Year 2012, $75,000)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The Virgin Islands has experienced reductions in formula grant allotments due to violations of the core requirements of the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. Deinstitutionalization of Status Offenders (DSO) violations at the Girls Cottage and the Youth Rehabilitation Center have resulted in violations of the DSO core requirement. The collection of data from the Virgin Islands Police Department (VIPD) has also been problematic in past years. The Virgin Islands plan to use the FY 2012 Title II Formula Grant funds to address compliance monitoring. The Virgin Islands State Advisory Group has decided that Title II funds will be used for the following: Program Area 6--Compliance Monitoring; Program Area 8--Deinstitutionalization of State Offenders; Program Area 23--Planning and Administration; and Program Area 31--State Advisory Group.
