The Title V Community Prevention Grants Program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.

The Arkansas Department of Human Services (DHS) is the designated State agency to receive Title V funds in the State of Arkansas. DHS plans to award one Title V grant with FY 2011 funding, with a focus on Disproportionate Minority Contact (DMC), Delinquency Prevention, or Juvenile Systems Improvement. The primary goal of the program is to prevent at-risk youth from entering the juvenile justice system by reducing risks factors, enhancing protective factors and providing intervention services with first-time and non-serious offenders.
