Description of original award (Fiscal Year 2011, $918,848)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Designated State Agency for implementation of the Title II-B Formula Grants Program for the State of Washington is the Department of Social and Health Services (DSHS), Office of Juvenile Justice (OJJ). For this FY 2011 Three Year Plan update, Washington is eligible to apply for the full funding award amount, as the State was found in compliance with the DSO core requirement. As a result, Washington's newly convened State Advisory Group (SAG), the Washington State Partnership Council on Juvenile Justice, will focus on the following priority areas: 1) Aftercare/Reentry; 2) Alternatives to Detention ; 3) Compliance Monitoring; 4) Delinquency Prevention; 5) Disproportionate Minority Contact (DMC); and 6) Juvenile Justice System Improvement. OJJ will measure progress toward achieving the goals and objectives by requiring subgrantees to submit quarterly program reports that provide data for the required outcome/output measures for the selected purpose area, including the OJJDP-required performance measures.
