2011 Title II Formula - 3 Year Plan Update

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Juvenile Justice Authority proposes to continue all activities funded in the first two years of the plan with 2011 Title II Formula Three Year Plan funding, with the exception of the Governors Conference on Juvenile Justice and Seward County DMC intervention project. The Governors Conference priced at $17,000 has been canceled indefinitely. Seward County has elected to withdraw from the DMC Action Network which funds were originally allocated at $50,000. The Kansas Advisory Group (KAG) has decided to add the funds to the competitive delinquency prevention grants (09) to local communities bringing the total available to $374,850. $50,000 has been set aside for a DMC intervention grant for the DMC Action Network community of Lyon County. $2150 has been set aside at a minimum for the Native American pass through (22) grant. If the grant request exceeds this amount they will be funded out of the competitive delinquency prevention grant pool. $25,000 is budgeted to JJA Research Division for stipends for university intern students to address an evaluation of the effectiveness of grant funded programs and a statewide DMC assessment under Juvenile Justice System Improvement (19). $58,000 is set aside for the compliance monitoring (6) contract. $30,000 is set aside for State Advisory Group (31) and $60,000 for planning and administration (23).
