Description of original award (Fiscal Year 2013, $59,639)

OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.

The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.

Kentucky State Police administers the OJJDP/ EUDL grant funds and provides mini-grant opportunities across the state that include enforcement of liquor laws, education and training events about underage drinking and media programs that target changing social norms.

This will be accomplished through:
statewide zero tolerance liquor law enforcement; community action groups concentrating in Kentucky counties with high incidences of underage drinking violations; a statewide media enhanced training project that will target all 120 counties of the Commonwealth; Youth in Action projects in counties with high number of underage drinking violations; School based curriculum about alcohol and how it affects the body and brain of a young person; alcohol alternative events that provide youth with a safe alternative to underage drinking parties while providing positive youth role models and educational presentations about the dangers of alcohol; EUDL grant training for all subgrantees and applicants who did not receive funding.
