OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.
The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
The Virginia Department of Alcoholic Beverage Control (ABC) plans to continue implementation of a comprehensive underage drinking prevention program designed to help community organizations, colleges, law enforcement, schools and retailers find ways of preventing those under 21 from having access to alcohol. ABC's enforcement projects, such as the Underage Buyer program and Targeted Enforcement, allow the State to monitor and prosecute retailers and other persons who supply alcohol to youth, while also focusing on those program areas generated through complaints. In addition, EUDL funds will provide grant programs for colleges, community organizations, local and rural law enforcement agencies, to conduct educational and enforcement programs targeting people of all ages. The State's licensee programs such as RSVP (Responsible Sellers/Servers: Virginia's Program) and MART (Manager Alcohol Responsibility Training), which provide information on Virginia's alcohol laws to sellers and servers of alcohol, will be supported through EUDL efforts. In addition, Virginia's training opportunities will give citizens the opportunity to learn more about how to form community coalitions, evaluate their own underage drinking programs, and conduct proper party dispersal techniques.
