OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.
The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
Oregon's Department of Human Services, Office of Mental Health and Addiction Services will use FY 2013 State and Community Development Division (SCD) Invited Awards to support the statewide "Positive Community Norms" (PCN) mORe media campaign. Statewide mORe campaign messages will be adapted and utilized at the local level. The campaign will use funds for print media, online web banners, and other media outlets to publicize the message that most youth in Oregon do not drink on a regular basis, most youth do not binge drink, and most youth are making healthy choices. Oregon is shifting the message to a positive community norms message, helping to influence the decisions of those who are contemplating whether or not to drink, and to reinforce the positive message for those that chose not to drink.
