For the purpose of the program, minors are defined as individuals under 21 years of age.

The Governor's Office of Crime Control and Prevention (GOCCP)for the State of Maryland plans to provide program funding to support underage drinking enforcement efforts throughout the State by implementing the following activities: Communities Mobilizing for Change on Alcohol (CMCA); Public Service Announcements; Reducing the Availability of Alcohol to Minors (RAAM) training; Peer-to-Peer Prevention; Play It Safe; Video Voices; and Law Enforcement Initiatives. GOCCP will work in partnership with local coalitions, prevention coordinators, law enforcement, and schools to provide educational training, resources and initiatives to enhance the efforts of state and local jurisdictions to prohibit the purchase, sale and consumption of alcoholic beverages by minors.
