FY 2011 Enforcing the Underage Drinking Laws Block Grants Program

OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.

The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.

The State of Connecticut's Office of Policy and Management will address the problem of underage drinking by focusing on limiting youth access to alcohol by directing efforts at two target populations: liquor establishments, and parents/other adults. Law enforcement activities will involve compliance checks or minors-in-stings operations. Training for youth in conducting these operations and funding for overtime for Liquor Control agents to participate in compliance checks will be measured by collecting and comparing statistics on the percentage change in retail establishments that are found to be in compliance. Many underage drinkers get their alcohol from their parents. Therefore, a media campaign will focus on parents and other adults with messages on Connecticut's social host law and on the impact of alcohol on the developing brain. The media campaign success will be measured by the number of earned media coverage events.
