Description of original award (Fiscal Year 2010, $2,399,825)

Tribal Youth Program Training and Technical Assistance provides training and technical assistance to the grantees of OJJDP's Tribal Youth Program (TYP); American Indian tribes, as defined in 25 U.S.C. 450(b)e; and Alaska Native communities (hereafter collectively referred to as tribal communities). TYP training and technical assistance is designed to help tribal communities develop comprehensive, systemic approaches that reduce juvenile delinquency, violence, and child victimization and increase public safety. The Tribal Youth Program Training and Technical Assistance program is authorized by the Department of Justice Appropriations Act, 2010, Pub. L. 111-117.

Education Development Center, Inc. (EDC) and its Collaborating Partners propose to continue to operate the Tribal Youth TTA Center. The goal of the TTA Center is to enhance the capacity of TYP, TJADG, Tribal Youth Reconnection, Tribal Youth Resiliency, and SING grantees to develop and implement comprehensive system-wide approaches that prevent, reduce, and control juvenile delinquency, thereby increasing overall public safety. The overarching objective is to ensure the successful development and provision of TTA for grantees in the five grantee groups above. Primary activities are to assess and address the TTA needs of grantees; develop, implement, and enhance TTA materials and activities; provide TTA; facilitate mentoring, communication, and information-sharing among grantees; enhance and maintain a Web-based TTA system; enhance and maintain a listserv of grantees and all federally recognized tribes; and develop guidance documents and products. EDC's approach to TTA focuses on enhancing leadership and staff capacity within local systems so that infrastructure may be developed in a sustainable manner. The grantee will report on all mandated GPRA measures, which also serve as short- and long-term outcome measures. EDC will measure progress toward their goal through: a web-based TTA database; pre- and post-test surveys of training participants; and an annual grantee assessment.
