This program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.
To assure the implementation of the Title V requirements, the State Of Hawaii includes language regarding the requirements of 42 U.S.C. section 5783(b) of the JJDP Act, and 42 U.S.C. 5783(c)(5) in its Request for Proposal and contracts. Priority in funding is given to applicants that demonstrate the ability to develop data driven prevention plans and employ evidence based strategies. The State provides training and technical assistance to Units of local government (ULG) regarding the development of data driven prevention plans. The State also directs ULG's to OJJDP's Model Programs Guide and Database website. Future training will also be provided to RFP reviewers on the Model Programs Guide and Database website for prevention. NCA/NCF
