This program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.
Since the availability of the Title V Delinquency Prevention Grants, America Samoa's Criminal Justice Planning Agency (CJPA) has sub-granted funds to at least 13 village councils or sub grantees per grant award period. The FY 2010 funding will provide funds for villages that may be new to the program and some may have been involved with the Title V project in previous years. Villages that are eligible for funding must have well established Village Councils and an "Aumaga" or village police.
