To assure the implementation of the Title V requirements, the State Of Hawaii includes language regarding the requirements of 42 U.S.C. section 5783(b) of the JJDP Act, and 42 U.S.C. 5783(c)(5) in its Request for Proposal and contracts. Priority in funding is given to applicants that demonstrate the ability to develop data driven prevention plans and employ evidence based strategies. The State provides training and technical assistance to Units of local government (ULG) regarding the development of data driven prevention plans. The State also directs ULG's to OJJDP's Model Programs Guide and Database website.
