This program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.

Nebraska will allocate Title V funds for Disproportionate Minority Contact (DMC) as potential applicants will work with the State to complete the Identification Phase of the Reduction Model, and will strongly be encouraged to utilize OJJDP's Model Programs Guide to implement best practices and/or proven strategies. Additionally, the Nebraska Coalition for Juvenile Justice's DMC Subcommittee will allocate funds to communities that are addressing DMC via local prevention and intervention programs. NCA/NCF
