Description of original award (Fiscal Year 2010, $500,000)

The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

The Vermont Department of Education (VTDOE) will provide subgrants to local educational agencies, community-based organizations (CBOs) public or private entities, faith-based organizations, and municipalities to initiate, expand and/or enhance summer, before school, weekend, evening or vacation programming for school-aged children in the state of Vermont. Program goals will be to 1) build developmental assets, reduce summer learning loss of core content knowledge, and develop life and career skills. The program will show a measurable, positive effect on student learning and developmental assets. Following are the program objectives: by 2014, 100% of students will report a 50% increase in youth asset measures over baseline; by 2014, 50% of regular program attendees (30 days or more) will move up one level on an annual NECAP assessment when comparing two consecutive years; and by 2014, 100% of students will demonstrate acquisition of at least one life or career skill.
