The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

Soundview Community In Action (SCA), is a not for profit corporation, and was established to effectively serve the business and civic communities of the South East Bronx. SCA will continue its project to include outreach programs for at risk youth coupled with existing community and adult programs. The Technology Access and Community Development Programs are designed to provide technology access for community residents and case-by-case assistance for families living and struggling in the low income, drug infested neighborhoods located in the South East Bronx, New York. Soundview Community in Action's aim is to empower people in the community by providing a safe haven and coordinating activities that help target youth at risk of consequence of alcohol and drug abuse or convictions; prevent youth exploration of drugs or interaction with drug dealers; assist youth living in poverty; help parents and other community adults by advocating and helping to solve at home issues that may affect self esteem, self sustainment, or create community resentments.

SCA's primary activities through this grant will be the continued operation of a technology center that will provide free internet access and computer training for twelve months to approximately 100 youth and adults; the continued operations of an existing community development program that will provide social services for benefits and entitlements; and case-by-case personal assistance to approximately 100 adults and youth. Progress for the Technology Access Center will be measured by the number of participants attending the Internet Access Center, the number of youth and adults attending computer training classes and the same completing and passing the course.
