The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

The Girl Scouts of the USA VIVA program's-- at the Girl Scouts of Greater LA council in California--goal is to improve the council's capacity to recruit, train and retain Hispanic volunteers, and to increase Hispanic girl and adult membership.

The VIVA model will enable Greater LA council to: develop the volunteer management system to increase the capacity to recruit, train and retain Hispanic adult volunteers; increase the Hispanic adult volunteer pool to ensure that Hispanic girls have access to volunteers who understand and relate to their cultural backgrounds; train Hispanic adults to enable them to participate in all aspects of Girl Scouting i.e. from providing direct services to girls, to encourage them to become recruiters in their own community; and train Hispanic volunteers to cultivate their local communities to become grassroots advocates for Girl Scouting.
