Description of original award (Fiscal Year 2010, $350,000)

The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

The Community Alliance for Progressive Positive Action (CAPPA) is a non-profit, community-based organization that provides intervention and positive development strategies to at-risk and economically disadvantaged youth residing in the Williamsport and Lycoming Counties, Pennsylvania. CAPPA will continue to provide an academic enrichment program, a performing arts program, a summer youth basketball program, and a Youth Employment Initiative to increase academic achievement and prevent juvenile delinquency and gang activity. CAPPA serves 140 youth in grades K-12 in three community-based Neighborhood Network Centers as after-school and extended-year including Saturdays. CAPPA will track the grades and absences from school to measure academic successes in partnership with the Williamsport Area School District and document the participation levels in partnership with the Lycoming County Housing Authority. CAPPA will also assess the juvenile delinquency and gang related crime statistics provided in partnership with the Williamsport Police Department and the Lycoming County Juvenile Probation Office, as well as record youth employment placements in partnership with Giant Food stores and other local businesses.
