OJJDP's Demonstration Programs Division Grants were established to provide grants, cooperative agreements, and other assistance to organizations. This program is authorized by the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Pub. L. 112-110.
The Council of Juvenile Correctional Administrators (CJCA) and The Moss Group, Inc. are joining expertise on juvenile facility standards, outcome measurement, training, technical assistance and continuous improvement to create a national center focused specifically on improving the conditions and services needed for youths in custody so they succeed when they return to the community. The National Center for Training and Technical Assistance for Youth in Custody (the Center) will serve as the central location for training, technical assistance and resources for all state, local, tribal departments of juvenile justice and service providers, private organizations and adult facilities housing juveniles. The Center will establish a website for the field to easily access information and materials promoting best practices and evidence-based approaches to creating safe and healthy facility cultures as the foundation for effective rehabilitation. The Center will map available training, technical assistance and resources and identify gaps and provide on-site and off-site training and technical assistance services. The Center also will proactively engage facilities assessed as needing immediate intervention to pilot test a data-driven technical assistance approach that uses qualitative and quantitative data to assess needs as well as follow up with outcomes and evaluation. OJJDP's Demonstration Programs Continuation Grants program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program will be authorized by an Act appropriating funds for the Department of Justice.
In 2010, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) responded to the field's call for leadership and support to improve and reform youth correction and detention facilities by creating the National Center for Youth in Custody (NC4YC). NC4YC is administered by OJJDP in collaboration with the National Institutes of Correction (NIC) and operated by the Council of Juvenile Correctional Administrators (CJCA) and National Partnership for Juvenile Services (NPJS). NC4YC also is guided and supported by a Working Group for knowledge dissemination and service coordination. CJCA will further the work of NC4YC through these supplemental funds.
