FY2010 Formula Grants Program

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

In addition to the allocations for planning and administration and the State Advisory Group, the Hawaii Office of Youth Services intends to spend federal funding on four standard program areas: 02 - Alternatives to Detention - To eliminate the inappropriate detention of juveniles at Hale Ho'omalu and to support the State's detention reform efforts through the Juvenile Detention Alternative Initiative (JDAI); 08-Deinstitutionalization of Status Offenders - To continue the Valid court order dispositional review contract, which provides an independent reviewer to make recommendations to the Family Court for youth who have violated the valid court order; 10 - Disproportionate Minority Contact - To provide systems reform efforts, and education awareness activities to address the disproportionate representation of minority youth at the various decision points in the juvenile justice system; and 19 - Systems Improvement.
