Description of original award (Fiscal Year 2010, $600,000)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The Vermont Department for Children and Families, Family Services Division (DCF/FSD) is the designated State agency to receive Title II funds for Vermont. In addition to Planning and Administration and State Advisory Group allocations, DCF/FSD plans to fund:
- Delinquency Prevention to support community conditions and direct activities that promote social and emotional strengths and resilience in children to decrease the likelihood of substance use and severe mental health problems including parental support services and community based prevention activities; and
- Juvenile Justice System Improvement to assure full compliance with the Juvenile Justice and Delinquency Prevention Act of 1974, as amended (JJDPA) core protections, promote positive youth development and restorative justice practices, and to effect systems change that will reduce the number of youth who are charged and convicted of adult crimes for minor, delinquent offenses.
