Description of original award (Fiscal Year 2010, $1,357,000)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 2002. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

This project supports various State and local efforts throughout Virginia which address the issue of juvenile delinquency and improve the juvenile justice system. The Virginia Department of Criminal Justice Services (DCJS) works with the Advisory Committee on Juvenile Justice to develop goals and objectives, and specific actions for meeting the objectives, which address needs and result in the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs. Funding is provided directly or through grants and contracts with public and private agencies for the following purpose areas as identified in Virginia's Three-Year Plan 2009-2011: reducing disproportionality in the juvenile justice system; diverting juveniles from detention and providing alternatives; increasing family and community involvement; ensuring youth are afforded due process of law; reducing system involvement of truants and juveniles with other negative school-related behaviors; addressing at-risk children and young offenders aged 13 and under; State advisory group support; and administration.

Progress towards each goal outlined in the Three-Year Plan is regularly monitored and status reports are provided to State advisory group members. All subgrantees are required to submit quarterly reports to DCJS documenting progress towards goals and providing data as required for performance measure reporting.
