Description of original award (Fiscal Year 2010, $600,000)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
Specifically, the State of Iowa intends to use Formula grant funds to address:
- Juvenile Justice System Improvement by working toward the adoption of a consistent State youth policy based on prevention, positive youth development and results accountability;
- Provide Gender Specific Services to facilitate a comprehensive fundamental change that will enhance the understanding and utilization of innovative gender responsive approaches in all programs and services, particularly those that serve the adolescent female population in the juvenile justice system;
- Compliance Monitoring to ensure that Iowa continues to comply with all JJDP Act core requirements and all federal administrative requirements while providing a mechanism for juvenile justice planning research and system improvement;
- and State Advisory Group funding allocation to provide an advisory board capable of assisting in the dissemination of information concerning juvenile justice problems, providing input into the allocation of federal funding for programming and evaluating the adequacy of the juvenile justice system and planning for its improvement.
