The Second Chance Act of 2007 (Pub. L. 110-199) provides a comprehensive response to the increasing number of people who are released from prison, jail, and juvenile residential facilities and returning to communities. There are currently over 2.3 million individuals serving time in our federal and state prisons, and millions of people cycling through local jails every year. There are approximately 94,000 youth in residential confinement within the juvenile justice system on any given day. Ninety-five percent of all offenders incarcerated today will eventually be released and will return to communities. The Second Chance Act will help ensure the transition individuals make from prison, jail, or juvenile residential facilities to the community is safe and successful.

The purpose of the proposed Gang Intervention Treatment: ReEntry Development for Youth (GitRedy) is to provide culturally competent, family-focused, reentry services to an annual total of approximately 240 gang-involved youth, returning to Harris County from secure juvenile correctional facilities. GitRedy will identify eligible youth at intake, provide outreach to families in a manner, language, and setting that is consistent with their cultural preferences, proactively coordinate with other traditional and non-traditional service providers, and ensure services, supports, and resources are sustainable by the family with assistance from natural supports. The population of focus is offenders who are within 120 days of their projected release from a TYC facility and who have met specific academic, behavioral, and therapeutic criteria to earn their release from TYC and the group of gang-involved Harris County youth who have had their stay previously extended by TYC's Release Review Panel because of the youth's behavioral issues. GitRedy services are based on a tiered model of youth-specific treatment need and service intensity. TYC will provide the overall project coordination, coordinated reentry services and supports, Aggression Replacement Training®, and the administrative infrastructure for the project. Providers will be solicited through a Request for Proposals process to provide Functional Family Therapy© and intensive case management using a wraparound approach in Harris County.
