This program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.
Pennsylvania will focus on supporting the planning and implementation of the Communities That Care (CTC) operating system through focused trainings and prevention programming. Funding will be targeted to ensure fidelity to the model of implementation as set forth by the CTC developers to approximately 2-3 CTC sites.
