FY 2009 Title V Program

This program intends to reduce risks and enhance protective factors to prevent at-risk youth from entering the juvenile justice systems and to intervene with first-time and non-serious offenders to keep them out of the juvenile justice system.

It is estimated that the Juvenile Justice Advisory Committee (JJAC) will award one new grant. Subgrantees must meet the requirements set forth in 42 U.S.C. Section 5783(b) of the JJDP Act of 2002, and Massachusetts shall give priority in funding to applicants that demonstrate the ability to develop data-driven prevention plans and employ evidence-based strategies. Massachusetts will require applicants to participate in the DCTAT so that they will have the ability to develop data-driven prevention plans. To enable local subgrantees to implement evidence-based juvenile justice programs, the state will require communities to use the Model Programs Guide and Database for selecting juvenile justice strategies that will meet their needs and enhance their likelihood for success. To assure the implementation of these requirements, Massachusetts will sponsor the PPDT that applicants must attend. As a result, they will learn about the delinquency prevention programs in the Model Programs Guide and replicate the one that meets the needs of their community. NCA/NCF
