The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 2002. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
Connecticut will support State and local delinquency prevention and intervention efforts and juvenile justice system improvements for the following designated program areas: (9) Delinquency Prevention that will focus on positive youth development; (10) Disproportionate Minority Contact to reduce the disproportionate rate of minority youth who have contact with the juvenile justice system specifically at the arrest contact point; (19) Juvenile Justice System Improvement including programs, research, and other initiatives to examine issues or improve practices, policies, or procedures on a system-wide basis (e.g., examining problems affecting decisions from arrest to disposition and detention to corrections); (23) Planning and Administration for activities related to state plan development, other pre-awarded activities, and administration of the Formula Grant Program, including evaluation, monitoring, and one full-time staff position pursuant to Section 222 (c) of the JJDP Act and the OJJDP Formula Grant Regulation; (27) School Programs that will focus on services to prevent truancy, suspension, and expulsion; (31) State Advisory Group Allocation for activities related to carrying out the State Advisory Group's responsibilities under Section 223(a)(3) of the JJDP Act; and (32) Substance Abuse to address the use and abuse of illegal and other prescription and nonprescription drugs and the use and abuse of alcohol and may include control, prevention, and treatment. NCA/NCF
