Description of original award (Fiscal Year 2009, $600,000)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 2002. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

In addition to the allocations for planning and administration and the State Advisory Group, Hawaii intends to spend federal funding on four standard programs areas:

02 - Alternatives to Detention ' To eliminate the inappropriate detention of juveniles at Hale Ho'omalu and to support the State's detention reform efforts through the Juvenile Detention Alternative Initiative.
08 ' Deinstitutionalization of Status Offenders ' To continue the Valid Court Order Dispositional Review contract, which provides an independent reviewer to make recommendations to the Family Court for youth who have violated the valid court order.
10 ' Disproportionate Minority Contact ' To provide systems reform efforts, and education awareness activities to address the disproportionate representation of minority youth at the various decision points in the juvenile justice system.
19 ' Systems Improvement ' Due to budgetary shortfall and possible reduction in work force, monies are being set aside to contract out grants management services should a reduction in state workforce occur.
