Through the Edward Byrne Memorial Congressionally Recommended Awards program, the Office of Justice Programs helps communities improve the capacity of local justice systems and supports training and technical assistance programs and other efforts that strategically target local needs. This program is authorized to organizations identified in the Text and Joint Explanatory Statement, Omnibus Appropriations Act, 2009.

The Drug Endangered Children program (DEC) is a multi-disciplinary initiative designed to break the cycle of neglect and abuse associated with substance abuse by caregivers. This award will provide for the oversight of the DEC program throughout the state, provide training and technical assistance to local DEC teams, and assist county attorneys who prosecute drug endangered children cases. The project also provides substance abuse treatment resources for adults involved in the DEC program and the tracking of local DEC team data.
