Through the Edward Byrne Memorial Congressionally Recommended Awards program, the Office of Justice Programs helps communities improve the capacity of local justice systems and supports training and technical assistance programs and other efforts that strategically target local needs. This program is authorized to organizations identified in the Text and Joint Explanatory Statement, Omnibus Appropriations Act, 2009.

ZERO TO THREE will use federal funds to continue supporting the work of the Polk County Court Team for Maltreated Infants and Toddlers that was formed in September 2005. The goal of each Court Team is to increase the knowledge and skills of community stakeholders so that their communities better meet the needs of maltreated infants and toddlers and their families involved in the child welfare system.
