OJJDP FY 09 Enforcing Underage Drinking Laws Discretionary Program Training and Technical Assistance

OJJDP's Demonstration Programs Division Grants were established to provide grants, cooperative agreements, and other assistance to organizations identified in the Conference Report to accompany the Department of Justice Appropriations Act, 2010 (Pub. L. 111-117) -- H.R. Conf. Rep. No. 111-366.

The purpose of the Underage Drinking Enforcement Training Center (UDETC) at Pacific Institute for Research and Evaluation (PIRE) will be to support the OJJDP Enforcing Underage Drinking Laws (EUDL) Program by providing increasingly effective training, technical assistance (TA), and by sharing of evidence-based information. The project will serve EUDL block and Discretionary grantees, as well as Federal, State/Territory, and local agencies focusing on enforcement of underage drinking laws. Experienced staff and consultants will also serve parents, educators, criminal justice and health professionals, policymakers, and youth. The UDETC at PIRE will educate whole communities to better execute evidence-based enforcement and environmental strategies. The UDETC at PIRE will provide a 24-hour technical assistance call center, resource Web site, training for law enforcement and Community members/leaders, National Conference and Leadership Institute, onsite strategic TA, webinar series, distance learning modules, Internet radio programs, and relevant research and programmatic best practices in print and electronic formats. Quantitative and qualitative measurement supporting objectives include Success Stories, tested knowledge gains and training ratings, and an online assessment of TA outcomes. The UDETC at PIRE will record, in its Access database, all training and technical assistance provided, clients served, and bimonthly update reports from EUDL grantees.

The Underage Drinking Enforcement Training Center (UDETC) serves as the sole National Center for evidence-based Technical Assistance and Training (TTA) whose purpose is to serve the Enforcing Underage Drinking Laws (EUDL) block and discretionary grantees and programs with a focus on enforcement of underage drinking laws. The UDETC is managed by the Pacific Institute for Research and Evaluation (PIRE) and provides a variety of evidence-based TTA and innovative technologies to support up to fifty states, the District of Columbia and five U.S. territories. The UDETC's services are personalized to support strengthening of task forces and collaborative linkages as well as developing the leadership capacity of EUDL coordinators. To achieve the project's goals and objectives, the UDETC offers cutting-edge educational learning practices such as training of trainers, distance learning courses, experiential exercises, tool kits, webinars, publications, onsite strategic technical assistance and other services. The Center's website resources and toll-free number have supported rural and hard-to-reach areas, and have been cost effective for grantees and others with limited funds and resources.

UDETC will provide TTA to support implementation of science-based strategies. Support will include financial assistance to the State Assessment, Strategic Planning and Implementation Initiatives' independent assessment team to complete their findings and reports. The UDETC will also serve parents, educators, justice system professionals, health professionals, policymakers, special focus populations and others. During this funding period the UDETC will enhance TTA by providing strategic assistance with development of long-term sustainability plans for their underage drinking efforts. Quantitative and qualitative measurement supporting objectives will include Success Stories, knowledge gains and training ratings, an online assessment of TTA outcomes, and other data collection methods to respond to OJJDP reporting requirements and TA requests.
